Terms of Reference

The Umpires Committee is a newly restructured committee to replace the old Umpires Commission. The Committee deals with all aspects of umpiring and the provision of umpires in local rowing regatta. The committee shall also nominate International Umpires to participate in international regatta when requested.

The Committee consists of representatives from each rowing club who is also a registered Umpire of HKCRA, one of the committee members should also be Director of HKCRA.

The Committee meets once every two months and usually the last Sunday of that month. A clerical assistant shall be provided by the Association for minutes taking and general communication with umpires.

The terms of reference shall be:

1. To select and provide umpires for all regattas organized by the Association.
2. To select and provide umpires for regattas organized by rowing clubs if requested five weeks prior to their date of regatta.
3. To give suggestions on Rules of Racing and matters concerning umpiring to organisers of local closed regattas.
4. To select and nominate International Umpires to assist in International regatta when requested.
5. To select and nominate candidates to participate in FISA International Umpires seminars and examinations.
6. To review and amend existing Rules Of Racing of the HKCRA when necessary.
7. To observe the changes of the FISA Rules Of Racing and to make appropriate amendments of the HKCRA Rules Of Racing when considered to be necessary.
8. To conduct national Umpires Seminar and examination once every two years.
9. To organize Umpires revision seminars for existing national umpires once every year.
10. To collect comments and suggestions from members and member clubs concerning aspects of umpiring in order to improver the standard of umpires.
11. To review regularly the performance of umpires and standard of umpiring in regattas.
12. To take appropriate action against Umpires with poor standard of conduct and, or poor standard of umpiring.
13. To prepare and provide uniforms and equipment for umpiring purposes.
14. To advise the HKCRA on the purchasing of materials and equipment for the purposes of umpiring.

A typical Agenda for the Umpires Committee Meeting will be:

1. Apologies of absence
2. Minutes of the last meeting.
3. Matters arising.
4. Discuss complaints from clubs concerning previous rowing competition.
5. Review the standard of umpiring and matters concerning umpiring on the pervious regattas.
6. Discuss matters concerning umpiring in the up and coming regattas.
7. Financial report form clerical assistant of HKCRA.
